how do I send a webpage through e-mail where when I send it they open there mail box and it pops up inan e-mail to theme with the web page

first open the webpage to be sent. the on the TOP LEFT click on FILE > Send >page by email.
and put in the email address in the address bar and click on send.

that's it

The safest and the easiest way to send a web page to someone via e-mail is to copy the address of the web page. You click on the address in the address bar of the web page to select it. Then right click right there. Left click on copy. Next open the e-mail you want to send. Right click in the e-mail. Then left click on paste. The web page address will appear right in the e-mail. Send it to the person you want. When they get it, all they have to do is click on that address and they Will be taken directly to the web page you sent to them.

Open the webpage you want to send, copy the web address from the address bar & paste that link in your email
The receiver can click on that link & the website will pop up.

Your question does not make sense, however...

To save a web page (usually an HTML document), right-click on the page and click "Save page as." You may then attach it to an email and send it.

I do believe pop ups via email are not possible without viruses and/or adware.
