Can your current goverment boss also have someone in their familly working in a competeing contract company? Our contract is up for the fiscal budget year and it looks like our client will go with the company that their family member works in.

Yes, this does seem to be a *possible* conflict of interest. Before pointing the accusing finger, however, you must ask yourself are you *certain* that the conflict is real. Could the contract have been awarded based on merit? On winning bid? Was the decision made by the relative or by a panel?

Think very carefully before shouting nepotism... it could cost you your career even if you are right!
