Actually, in some cases you do.
Here in Oregon, the law is:
If the bike has over 50cc- you need a motorcycle endorsement.
If the bike can do over 35 MPH on the straightaway- no matter how many cc it is- it needs to be endorsed as a motorcycle.
So, I have a 1987 Yamaha Jog. This model is 49cc and only does 33 MPH on the straightaway. So I only have to have a regular driver's Licence. No Motorcycle endorsement, No insurance. AND I GET TO PARK AT THE BIKE STANDS- No parking problems or having to pay for parking downtown portland.

In California, yes, if you're taking it out on public streets (or even parking in a public place).
If it's more than 50cc, you need class M1 license. If less, then class M2.

If it's under 50cc, then you don't need a license. Anything above, you do.

This is why so many scooters are under 50cc.
