It is the third level of disaster. It is an unofficial military term.
SNAFU - Situation normal, all "fouled" (or whatever other past participle you want to insert) up.
TARFU - Things are really "fouled" up.
FUBAR - "Fouled" up beyond all repair.
(Air Force version of FUBAR is FUBB: "Fouled" up beyond belief)

F*cked Up Beyond All Recognition/ Repair.
From many movies. Full Metal Jacket, Saving Private Ryan, Platoon, Hamburger Hill, and Predator. Acronym came from the military.

It means "F***ed Up Beyond All Recognition" - or, if you're more polite, 'fouled up.' The term comes from the military, same as SNAFU and similar expressions. It's probably been used in several movies, but none that I can think of offhand; of recent movies I'd expect to hear it in "Jarhead."

FUBAR - Fouled up beyond all repair/recognition. The first (and only) time I heard this term was from Saving Private Ryan.
