sent is past or past participle - in "proper" English. Those who are using send in past tense aren't using it "properly" :)
I will send the letter.
I sent it yesterday!
The general sends the troops into battle.
The GIs were sent overseas.
Hope that helps a bit. One thing you'll find is that English you learn at school and American English on "the streets" are often very different.....

Send can be used present tense and future tense. Did you send it? I will send it. Past tense is sent. I sent it a day ago. Most American english speakers have terrible grammar, so do not let it discourage you when learning english.

send is present tense. sent has already been done so it's past tense
i send emails on a regular basis
i am sending so-and-so an email
i am going to send so-and-so an email
i sent so-and-so an email
