Website is nothing but your piece of information on information highway called Internet. To build a website you need:
1) Webspace (physical storage to store the content)
2) Content (text, pictures, videos, audio, flash or other forms)
3) A domain (i.e. an a web address to get to your page)
4) And finally some dedicated effort to upload the content at webspace.
As a newbie try hands with free webspace provider sites like yahoo (geocities, com), angelfire.com, tripod.com and serveral other if you know what is google.com to search for more.

Try this : http://pages.google.com
It's a easy way you to create a website immediately without knowing HTML.
you can use more websites and files in the google itself.
You can get a free domain from www.dot.tk.
you may get free domain like(www.yourname.tk), it's more over equal to www.yourname.com.
These all i said is about 'static page'.
http://www.jrajesh.tk is my personal website which is developed using asp.net and sql database as a dynamic website.

Hi,
If u r not known to Web Lang. then I suggest you to use SiteBuilders like Yahoo! site Builder, or same .
They provide several predefined templates & also allow you to directly publish them online.
You need to buy a domain name & domain space for a commercial site.
You may also use GooglePages, they provie online templates like blogger & a very kewl Page Manager and also don't show any advertisements.
