The problem area is under my chin and i don't shave it but i do pluck the hairs that grow.

I make my wash cloth good and hot before I wash with it because I use to have that annoying problem too. What that does is it helps open the pours and it elminiates the skin clogs that cause that.

depneding on where you are shaving, it's better to wax. this gets the hair out all of the way including the root. or see a dermatologist and they can give you a cream to prevent the ingrown hair.

It probably has more to do with what you're putting on your skin after you tweeze. Make-up can irritate/clog pores. I shave so...it's a hot cloth 1st (open pores) and an astringent next (to disinfect). Use a product right for your skin type.
