Which guitars can you strum? Which guitars do you just pick at with your fingers? Can you do both of them on a guitar? And do you have to learn to pick before you can strum? Sorry for the many questions but I am really confused. =)

You can pick or strum both an electric guitar and an acoustic guitar. It's best to learn chords when you first start playing the guitar. A chord is made by depressing the strings at specific locations then strum the strings that are included in that chord. Some chords don't use all 6 strings. Some only use four strings. Like "D" for example uses only the bottom four strings while "G" chord uses all 6 strings. It is important to learn the basic chords first even though you really aren't able to make music immediately. It's most important to learn to hold your hands in the correct positions while making chords. After you learn the basic chords you are actually able to start playing songs. The basic chords have a wide range of variations and as you become more advanced you actually combine strumming and picking the strings. I have played the guitar for a long time and do OK. It is something that I am very glad that I learned how to do. It's kinda tough on the start but the payoff is whatever you want it to be. You can play just for yourself and some friends or you can get into entertainment if you have enough creativity and drive. Good luck!

Don't be confused.

You can do whatever the hell you want to do.

Some might say that nylon strung guitars should be finger picked and that steel strung guitars are for strumming. Ignore these people.

If it feels right, just do it. There are no rules!

You can learn in whatever order you want. Whatever feels best.

On any steel string acoustic you can both strum and pick (I assume you mean finger-pick not pick with a plectrum)

You should learn to strum before youtry to learn to finger-pick because you need command of basic chords before you try to move to more complex work like finger-picking...

you can do both on any guitar, finger picking is a little easier on a classical style guitar because the strings are farther apart. learn to do both, that way you wont be so confused.
