The scar tissue is on just one of my ovaries I don't have any pain or discomfort.

Scar tissue can be caused from injury, maybe a cyst caused trauma to your ovaries. They can remove it with laser or actually remove an ovary if it's really badly damaged. Usually they can laser off the extra tissue just fine. Not sure on how much it costs, it's probably done outpatient or overnight so whatever it would cost for the surgery itself, the operating room, the hospital recovery room and/or overnight stay. Medicaid would pay for it if it was an accepting dr and hospital, meaning the hospital would have to take your insurance, take medicaid, and if it was necessary to have it done for a reason like pain.
