if a police report was filed, it'll be public record and on file in the county it happened, if not you could run an ad in the local newspaper

is this in Georgia?
have you tried your local police dept. where the accident occured to see if they have copy of police report?
see if you can put the motorcyle VIN into a site where you can get information of the vehicle and damage.
