You just have to change the permissions. It's easiest if you've just installed windows. You can have windows on a write protected C: drive. Give everyone read permissions and give administrators full control. As new users log in, windows will grant them permissions to write only inside their own profiles (desktop folder, etc).

On another partition for user data, assign whatever permissions you want. I think if you make a parent folder read-only but grant read-write access to the subdirectory, they still can't delete it. I'm using a mac these days, though, so I can't test it myself.
