Although there have been laws in the United States prohibiting this practice for many years, I cannot say that all other countries have comparable laws.

Probably, but not much. Catalytic converters are a regulation in automotives and they help burn off the excess fuel. Also, the cyliders in cars have been improved to increase the surface area inside to make it easier to burn the fuel. I think jets do a pretty good job with burning of all of the fuel because it is compressed with air when it burns, making the air and fuel molecules closer together and thus burning quicker.

I can,t say as far as jets but automobiles have a system for capture of fuel vapors. The carbon canister is for the storage of fuel vapors that are eventually returned into the engine air intake manifold.
