Sometimes due to the volume of the crowd in the the stadium players and coaches sometime use hand signs to tell players what plays to run and so forth. If you are talking about the refs then that is how they signal what foul was comitted and by who.

The hand signals are the plays that the coach wants the team to run (either out of bounds or offensive plays). On the court the guard signals the offense to the rest of the players. This can be due to the loudness of the crowd, or the team may already have this be the way that they run plays.

They are signaling plays that they are to set up! Like if someone signals '1' it the number whatever the play they created like it can be a 2-3 setup or a zone play!

I'm assuming your talking about baseball. The coaches send what they want to do through ahnd signals. It could be to bunt, hit and run, and to take a pitch (not swing). If you see a catcher doing it, it is because he is seeing what pitch the pitcher will throw him say he can be prepared.
