Citizen X.
"Citizen X" is a film about the hunt for real life Russian serial killer Chikatilo, who "found" his victims in train stations and similar places. There is no telephone or telephone book involved, and not even an "X" refering in any way to the victims, as "Citizen X" is the name given to the at that point still unknown killer by the profiler.

Citizen X most likely. It was a HBO cable movie though I do remember reading someone was making another movie on this same case, but don't think it's come out yet.
