should ink pens &markers be cap up or cap down?

i have a lot of ink pens &markers that have stop writing even though they still have ink in them and my markers dry up before i can use some of them right now i store all of them cap up would it be better to turn the cap down or maybe lay them on their side

With the cap on tight, store them cap down. Then the
ink stays down in the felt material.

cap up on markers but I think with ink pens - cap down.

i always store them upside down,ball point pens too!!
