A legal resident, who abides by the laws of the country in which they live, in the US technically you are not truly a citizen until you are 18 but you are not illegal before then if you fit all th requirements. If you are an immigrant you must have gone through the propper channels and not simply snuck across the border.

A citizen of the United States of America is someone who is born here and has recieved a birth cirtificate which states such. A citizen of the United States of America is also someone who comes here with a visa and a pass port and goes through immigration legally and announces their intent to become a citizen of the United States and then completes all the requirements that entails legally and finally pledges Allegience to the Flag of the United States of America.

Someone who honors the country and people of that country, to which they belong. Someone who speaks the language of that country (even if broken). Someone who fights for that country's values.. and is willing to give their life defending that country.
