I do not know how the resize happened, but, I do know that using the control panel does not work. I can't get to the bottom of the screen.
HELP!!

right click anywhere on the desktop and click properties. then click the settings tab. i guess thats what ur talking about

Just Right Click on Desktop --> Properties -> Settings.
And change the resolution to 800 x 600. If still doesn't work then you should try any trustworthy antispyware software to check your pc because some spyware, adware and virus has ability to change the computer setting to damage. So if you have already any good antispyware software then run it and rmove all the infection but if you don;t have then you can try this software to for free scan this software should be help you to find any of infection form your pc.

Change the resoultion, right click on the desktop> Properties> the last tab and change the resoultion to a smaller size

If you cant use display, try to use your moniter, try to reset to factory defauld
