that number could be attached to a bogus email that you may have opened not knowing and it attaches itself to your dial up with out you knowing.

firstly go back to bt and as them to do an investigation on that number, if it has appeared on other bt bills then they will not refund you, whereas if it is only on that 1 particular bill they can refund.
secondly contat your isp and ask them to take you through the process of checking your dial up number on your computer(unless you already know) to make sure that it hasn't been changed.

lastly contact icstis as stated better to goto there website as the phone is extremely busy and find out who owns the number. they can also launch there own investigation or you could contact ofcom (office of communications) to see if they can trace the number

do you use dial up? If you do, this could be a malicious dialer that is installed on your computer. Install windows defender from microsoft (free) if you have windows XP. If you don't have XP, use Spy Bot Search and Destroy available at http://www.download.com/Spybot-Search-Destroy/1200-2023_4-5157428.html?tag=antispy. This is most likely the problem if you are using a phone line to connect to the internet. It will dial the number while you are offline.

Install a firewall on your computer. It will ask you for permission before allowing any number to dial out. It may also tell you which program is making the call.

Call this number and see if it's one of their dial-up numbers. If so, then determine why it's being dialed. Are you in the UK and do you use Demon? You may have it as back up number in your internet dialer.
