If a bee drowns in a swimming pool can it still sting you?

I agree with your second answer. Although the bee may be dead, the stinger is still sharp and can penetrate the skin. It won't pump venom in, which is a good thing. Or you can think about it like this, if you find a needle on the floor, could you still stick yourself with it? Best of luck to you............

Yes, if you hit the stinger it can. I once stepped on a dead carpenter bee and "stung myself". Actually, that was the only case I've ever heard of anyone being stung by a carpenter bee.

Just stay away from the stinger.
