If South Africa is not ready (and I hope they are), the USA is the most likely candidate. The USA set the all time high attendance record in 1994. FIFA reaped the profits and has not forgotten. Bring it on.

They just pick someone else. However, I am not sure rather they do bidding after that, due to the urgency required. They would probably go with a large country that has already hosted the tournament and is used to preparing such events. This happened with the 2003 Womens World Cup, when China, who was supposed to host the tournament, couldn't because of SARS. The United States hosted the tournament on short notice, having hosted it four years previously.

It has happened once before. In 1986, Colombia was unable to improve its facilities due to financial difficulties. The cup was put out for a rebidding process. Mexico ended up hosting.
