Boot up on a boot disk. If you dont floppy, you need a boot CD or utlity partition. From there, you can run a format.
There's no use formatting without a OS, however. Get linux or something.

The only free OS's are Unix, and Umbuto (? spelling). But make a boot disk and restart your computer in dos mode. When it boots up at the C:\ prompt enter "format c:\" and press enter this will erase everything except your bios.

If the computing device won't even boot up, you will have a hardware concern, no longer a utility concern. Take it to a tech place and function them take a seem; maximum would be chuffed to tell you if that's a hardware or a utility concern, and supply you an estimate for fixing it,

Download a utility to reformat the harddrive from the harddrive vendor. Like seagate, or maxtor. They a bootable and you have a menu to erase your harddisk

you dont have to download any program. just use ms-dos and enter the command 'format c:' where c is the letter of your hard drive! use a dos boot floopy if needed ... if you would like to quick format it use the following command 'format c: /q' but if you do have time to spend, use the former command!
