Waterlilies have differing bloom times. Hardy water lilies require some cold period--3 weeks of 40 degrees or a little colder temperatures is usually sufficient. Lilies shouldn't be allowed to freeze, though.
If you live in a warm zone and have a hardy waterlily, you can stick it into the refrigerator in winter, then pull it out again in spring. Keep it bagged with a few holes in the bag for air circulation and check the moisture in the bag every few weeks.
Tropical waterlilies will bloom year round in zones 8-11. If you live in zone 7 or below, expect some slowing down during large temperature swings and in winter, when the hours of sunlight decrease or if your lilies are indoors with less light.
Check your lilies daily--they only bloom for 2-4 days, so you might have missed some.

If you have fish, they might be nibbling the waterlilies. Check to see that roots are anchored below the surface and that nothing has eaten them. If this is the issue, you can transfer lillies to an aquarium until you see buds.

They sell tablets for them at most home & garden centers in the pond area, it will not harm fish. You push them down into the roots of your lilies. I have 5 - 6 blooms at a time using them. I'd tell you the name but unfourtuntaly I used the last of them up and tossed the container sorry. But I am sure you can find them.

I only got one blossom last year and have done better this year by fertilizing them with the tables described in another answer. You can buy them in a pond / garden center. I think the fertilizer worked but they were another year older also.

usually things fail to bloom because of lack of sun. water lilies need a LOT of sun.
