genericman is on the right track. The terms ‘raising’ or ‘lowering’ operator comes from linear algebra with its applications to quantum mechanics. They are also collectively known as ladder operators. One of well-known applications of ladder operators in quantum mechanics are in the formalisms of the quantum harmonic oscillator and angular momentum.

You are way beyond what most people in here can provide. I'm familiar with raising and lowering operators for the harmonic oscillator, but don't recall them being used for the Hydrogen atom.
