Well, it could be that the interior electronics are not being cooled as efficient as below. What you can do is get a can of compressed air, unmount the cover of your computer and blow off the dust. This will help a lot.

The reason that your fan is running at a higher rate is because either there is a lot of dust in your computer that keeps the heat from dissipating through the vent holes or because you have a lot of random new programs that you have installed (or installed themselves ) that increases the processor load.
You should open your computer and see if there is a dust buildup. If so clean off with air canister.
When a processor is working at full load it heats up and therefore the fan speed increases to compensate.
Try using spyware removal and you will not only gain performance but will probably decrease the fan noise.
It is also possible, if your computer is really old, that the thermostat that controls the fan, has malfunctioned and therefore the fan runs at full all the time. If this is the case you should consider paying 7 dollars to buy a new fan and 30 dollars to get it installed (if you don't know how to do that yourself).

It's on more often probably because dust, hair, etc. have clogged up the air holes and the heat exchangers inside of your computer.
Try carefully cleaning the build-up out of the case air holes and off of the heat exchangers where the fans are attached.
That should make the fans turn on less often.
You could also try turning the air conditioning down a few degrees to make the room that the computer is in a little cooler.
Computers like cool rooms.

It's been my experience that when my computer was new, I didn't hear the fan running. My fan now sounds like a feed grinder because it gets full of dust and dirt.
I suggest taking some canned air and blowing the dirt and dust build-up off your fan. If you don't want to do it, have a repair person do it for you.

When I bought my new computer, I was told that is normal. But I find it noisey and distracting and wish I had my old computer back!
The man at the computer store said the fan is there to keep the electronics cooled and modern computers need to stay cool.

Probably because the temperature is raised.
The temperature is constantly measured and the hotter it gets, the faster the fan rotates. More air is blown and more noise is made.
