If your ISP gives you one for free, go for it! If not and all you want to do is display photos and comments I recommend a social site like Yahoo 360 or myspace. If you want one for professional reasons you probably should sign up for a serious web hosting service where they can assist you in setting it up.

If you have something you'd like to share with the world, or information you think someone out there might find useful, then you could put it on a webpage for all the world to see.
But you don't need to do that really as there are things like the Wikipedia which you can add to - http://en.wikipedia.org/ Anyone can add or edit any page, there are just some very basic guidelines for creating your own article; you can inlude pictures and photos relevant to your article too, though Wiki is not a photo album site - flickr is better for that.
There are so many different things you can do to get your own website, many make it very easy and are totally free depending on what you want to do;
If you just want to put up some photos I can recommend http://www.flickr.com/
If you'd like to have a go at making a full website you could try one of the sites like http://www.yahoo.co.uk or a facility which your Internet Service Provider may have given you when you joined (it's usually accessible from their home webpage when you log in).
You could purchase a domain name and hosting package from someone like http://www.123-reg.co.uk (for a domain name) and http://www.nethosted.co.uk (for hosting), this will cost you about £6 and £30 per year for the domain name and hosting respectively; with the hosting you get access to lots of online tools, such as Mambo for example, to help you build and manage your website (much more than with Yahoo! or any of the other free ones), plus there will be no advertisements like on Yahoo!
So really what I'm saying is that you don't need any fancy software if you're not too picky about designing your own special website, you can use templates and themes (which can be customised too if you're into programming) or just stick with the defaults. Many of the blogs, forums and photo galleries are based on the same web templates which are free and easy to use.

You really only need a website if its for commercial purposes, and even then you'd need an attractive layout to show your potential buyers that your the real deal.
I recommend Dreamweaver, the WYSIWYG editor.
Nearly £400, but well worth it.

If you have a business you could benefit from having a website...or if you have a hobby you could share that with other people on the internet with a webpage...Or just to stay in touch with friends...There are many reasons for you to have a website, but its not manditory...You could have one just for fun...

It'll keep you off the streets i spose.
You can post pics, post your thoughts, it can be very cathartic.
You dont need software , just use one of the on-line ones like msn spaces.
