The majority of that funding came during the Cold War. In our attempt to defeat the Soviets, we trained people in third-world countries to fight, gave them weapons, gave them funding, and supported them. This allowed us to force the Soviets to fight a well-regulated military while not fighting us. If western nations and the Soviets would have gotten into a war, it probably would have resulted in a full blown nuclear war. The Soviets trained other nations to fight us (Vietnam and Cuba) just as we trained nations like Iraq, Afghanistan, Pakistan, etc. to fight against the Soviets. Both sides were guilty of it. What happened is that after all the fighting, those nations were left with no true solid government, new impressive weapons that could do a lot of damage, and this all evolved to terrorists organizations. I don't know all the specifics on those, though, only the general details.

Read a book called "Charlie Wilson's War", for starters. It's about how the CIA covertly supplied weapons and ammunitions to afganistan during their war with the soviet union.

Read this article about the "iran-contra affair". It involves the government selling weapons to Iran to fund illegitmate operations in south america:

The United States sold weapons (helicopters) to iraq in the iraq-iran war:

If the defence companies didn't armed the enemy, directly or indirectly, there would be no need to arm the western military. Oh dear!
