Part I: You are making assumptions not founded in fact. It will be up to a jury to decide whether the defendants had the intent to commit a crime and,in the case of conspiricy, whether they undertook an overt act to commit the crime.
Part II: You must be talking to the wrong cops or have no evidence of the claimed threat. There are various charges possible arising out of threatening behavior such as, but not necessarily limited to, disorderly conduct, harassment, and terrorist threatening. People get arrested quite frequently for exactly what you're saying the cops won't do anything about. And that's a fact.

Let me see, they were living in a building together. They were training as a military unit and had plans on terrorist acts.
This is the problem with trying to do any arrests before a crime is done, americans don't agree with it, but it has to be done.
It does not take alot of thought to say maybe they were not going to be able to blow up the sears tower, but after they figured that out, whoat about a few pipe bombs, some guns and shut up a mall, a subway or something,
It only takes the desire, the terrorists that did the towers in NY only had a box cutter and a plane ticket.

Mentality:
Why do you say that the men didn't have the mentality to commit terrorist acts? Do you know them, personally? Did you grade their SAT scores? Besides, even if they weren't mentally competant, it doesn't take much mentality to strap explosisves to your chest and blow yourself up.
Resources:
There isn't much money can't buy...(even if they were strapped for cash, explosives aren't that expensive split seven ways...)
Threat level:
You cannot overestimate the importance of national security. Plans were discovered to inflict damage on our nation, so the governement acted upon it. If they had gotten through and created a national catastrophe, you would be blaming the President for being ineffective. So either way Bush is a either dumb***, or he's an evil genius manipulating everyone. Well that makes perfect sense...
Please, give our government a little more credit next time.

excellent question! I think it was a cleverly designed popularity campaign, with the goal of increasing George W Bush s approval rate and to create the impression that something is being done about terrorism. in USA , the public is easiy manipulated by the mass media.
