Yes you can play a movie on your computer if Windows Media Player does not play it then download Real Player and QuickTime because these formats are common. If you want to play a DVD then Cyberlink PowerDVD or Nero 7 Premium will do it. Also DVD's will work in Windows Media Player and Real Player once these are installed.

however if you have a computer running windows XP and above with Power DVD or other software DVD player. You can play back a DVD movie.
this software DVD decoder and program is not normally required to play a VCD (Video CD) or a video stored on your system in avi or mpg format.

you may also need the DIVX codec. this is available in the freeware divx player from www.divx.com

what do you mean by doesn't play?
what is your system configuartion (operating system and ram etc)
What if any software DVD player are you using?
without more infor on what your error messages are etc. this is about the best advice i can give on the solutions to this generic problem.

If you mean a DVD movie, you need to add on DVD codecs to Windows Media Player

it depends what movie format , usully the problem is u lack of video codecs . type video codecs in yahoo u will find lots of it , install
