yes he is a restricted free agent and he will likely play out his final year of his contract with the wizards this year and test the market next year as an unrestricted free agent...

he is for now, but heres what is going to happen
a.) he will go to Boston IF Boston doesnt get a.i.
OR
b.) he will go to the Hornets, or resign with Washington.
