Could be several different things, much of it has to do with how long it has been sitting.

If it hasn't been sitting a long time then it is most like an electrical problem. Easies thing to try first is spark plug, also the cheapest and it never hurts to have a good plug. Check the gas, is it good or old. If it is old the carb may be gummed up. Cheapest thing to start is replace the gas and put a very good gas treatment in it.

See if it will crank by spraying some carb cleaner in the intake. If it does then you know that the Carb is gummed up. If not then the problem is electrical. and it could be several things then and really the best thing to do is have it looked at.
