You have a load of free software to do it. You can create a web sight using yahoo or if you have windows (2000 or XP) it has software to do it with too. If you want to get fancy, you can download a trial version of windows Frontpage 2003 from the Microsoft web sight or you can find freeware trial versions of Dreamweaver. These are a little more complicated but if you can get around on a computer pretty well you should be able to figure them out. I knew nothing about Frontpage and it took me about 3 weeks and I was whizzing along.

Building a website can be a complex process, or it can be simple, depending on the scope of your website. Being a webpage designer myself, I would say you'd first need an HTML editor. I recommend NVU. Learning HTML could always help too.
There are various tutorials to help you make a website. I recommend the excellent website of http://www.w3schools.com . Also, there are various website where you can download a pre-made website, then customize it yourself (for that, I'd recommend a website called http://www.freewebtemplates.co...
A good webpage nowadays rely's on three main things: images, content, and design. For two of those (images and design) you can search for various websites to help you with. Most designs rely on a navigation area, with a large content area, but that is open to discussion.

Go to your library. Loan an old version of Microsoft Frontpage 98. Learn it, use it.

Just learn HTML. Lots of books on HTML at the library, or you can learn online for free just like I did.
