is there any other way other than using a transformer? i need something very small. will a resistor or diode work? i need 5V with less than 1W.

You'd need a resistor. The folks at Radio Shack (do they still sell that stuff?) should be able to help you.

Bu using a stepdown transformer with a turn ratio of 24:1, or if that is not feasible, use the proper resistence in series with the led.

I think you can try diode. if I remember correctly diode can be used to control voltage. But there is a circuitry that you must connect before it can work. You have to check with those who deal with this
