It's a Bible verse, but he replaced John with Austin, how clever.

Austin was feuding with Jake "the snake" Roberts at King of the Ring 1996. At the time Jake Roberts had a new gimmick, instead of his beer drinking/ drug using (real life), he was a christian man, who tried to spread the bible. Jake went out there every night and would read verses and talk about religion. Well Austin beat him at King of the Ring and in his promo he changed John 3:16 with Austin.

"You sit there and you thump your Bible, and you say your prayers, and it didn't get you anywhere! Talk about your Psalms, talk about John 3:16... Austin 3:16 says I just whipped your ***!"

John 3:16 -For God so loved the world, that he gave his only begotten Son, that whosoever believeth in him should not perish, but have everlasting life.

Austin 3:16 - I just whipped your as s.

This catch phrase put him over the top as the next superstar.

Austin's genuine rise to super stardom began on June 23, 1996, when he won the WWF's annual King of the Ring single-elimination tournament on PPV. After toppling Marc Mero in the semi-finals, he defeated Jake "The Snake" Roberts in the final, who was then incorporating a moral, Christian message in his gimmick. After the match, Austin cut a promo during his coronation which viciously mocked Jake's reformed lifestyle, telling Roberts:

"You sit there and you thump your Bible, and you say your prayers, and it didn't get you anywhere! Talk about your Psalms, talk about John 3:16... Austin 3:16 says I just whipped your ***!"
Austin 3:16 ultimately became one of the most popular catchphrases in wrestling history. Austin would later turn face, as spontaneous fan support for him grew larger by the week.

Stone Cold was basicaly making fun of Jake the Snake back in the day when Jake was a "recovered" alcohoic and a born again christian preaching John 3:16. Austen basically beat Jake down and said something about Austen 3:16 and it just stuck.
