Both.
European Russia refer to the western areas of Russia that lie within Europe. Traditionally the border of Europe is the Ural mountains, but this definition of the geography of Europe is a subject of debate.
Most of Russia's territory is in Asia, although the majority of population lives in western Russia. These areas include Moscow and St. Petersburg, the two most well-known cities of Russia.

Both. As others have stated, the Ural Mountain Range and the Ural rivers traditionally mark the boundary between Europe and Asia. However, more and more geographers are referring to the aggregate continent "Eurasia" instead of splitting the two.
Splitting Europe and Asia has had more to do with cultural differences than 'geography'. However, as time goes on, we become more aware of 'shadings' of cultures along boundaries, and distinct differences among cultures which are independent of continental boundaries. So, I would not be surprised to learn that fifty years from now, at least in terms of Geography, there is no Europe or Asia.. just Eurasia.

Russia is considered to be on both. Most of the land is on Asia, although when refering to the country in terms other than physical geography, Russia is usually part of Eastern Europe. The majority of the population of Russia also lives on the European half. The only city in Asia that has lots of people is Vladivostok, which is on the far southeastern tip.
