Separate the trouble-maker from his audience. Most of them are looking for attention and acting out gives them just that. Maybe sit him by you and engage him.

First separate the child, and explain to them "why" they are being separated, 2nd offense, start taking away privileges, 3rd offense send to office with a citation. This also depends on the severity of the problem, if the child is way out of control etc, send them immediately to the office. I have had to write the citation and call the office to have someone remove a child from the classroom (and this is Elementary level). GOOD LUCK! Remember the more the bad behavior is reported the more likely that something is done about the child, perhaps they can develop a behavior plan.

Trouble makers are attention seekers. Isolating them from the class makes it worse. What you do is positively engage them in activities that help inspire them to get thier attention by doing positive tasks for you.
You first start off by pulling them aside, and saying to the child, you have some important tasks that you really need thier help with during the school day. You did not say the age, so hopefully, I am guessing we are talking the under 12 category. Don't bring up thier behavior problems, because most likely, that is what everyone else does.
If they get up out of thier chair, say," while you are up , please collect everyone's homework." or , " Can you please erase the board?" Let them be the one to get your lunch for you. Let them be the one who empties the waste paper basket.
The idea is they will either stop making themselves noticible to you because they are doing a lot of work for you, or they start to feel they are extremely important, and want to please you. Positive attention garners positive results. You are in charge, so make sure you are in command of it.
