First off, unibrows, especially on girls, are hideous. Why is her mom getting so mad? Does she want her kid to have a unibrow? Tell her that she loves it and that it's not like you're ruining her eyebrows, that you're actually making them look better. Ask her why she is getting so mad and why it's such a big deal. If your sister really does not like you plucking her eyebrows, then don't. You need to respect her.
Note to Kim-in-Craig: shaving nor waxing does not make hair grow in thicker. Hair only gets thicker the older you get. Its annoying when people actually believe that your hair gets thicker if you shave. You're only taking off the top layer of hair.

Do you like your sister/sister-in-law pissed off? if so, keep plucking. Don't worry about it growing in thicker or scarring. That's not much of an issue. Four treatments about 4 weeks apart with a 755nm (Alexandrite) hair removal laser will take care of it for good. Probably cost you about 200 bucks at a laser hair removal facility for all four treatments (one pulse per treatment- such a small area). I recommend the Candela GentleLase. Best wavelength for permanent laser hair reduction. One pulse should take of that area. Use the 12mm spot size.

Yes. That 's a weird kind of projected shallowness. It's like you think, "I'm perfect so anyone in my family must be too." She's 2 years old it's her mother responsibility until she's old enough to do it herself. Also does her mother or father have a uni-brow? There's a slight chance she could grow out of it.
