Any decisions regarding suspension of play due to inclement weather are supposed to be made by an NFL official, at the behest of the referee. If he's unable to consult with an official, then he has the authority to make the decision:

I know the Giants had an exhibition game against the Browns suspended due to lightning last season, and it's definitely happened in the past.

Chicago had a game cancelled a few years back due to lightning.

It does in all levels of football.. you don't need a website... just someone with common sense...
