Yep, in Windows 95/98 you can click, hold down and drag the tool bar. I think (if I remember correctly) you can also go to Start > Settings > Taskbar and set it back that way.

Click on the task bar in an empty area and drag it to the bottom. Then right click on it and select and select lock. That should keep you from having that problem again

Grab the bar (same as you would if it were at bottom) and drag it back to the bottom of the screen.

Click on it and drag it back down to where you want it. Did this myself on my laptop...took me forever to figure it out!

it is taskbar
u can move it by draging and drop useing your mouse, holding left click on your mouse and moving it
