The best way is either thru their agent or pr department. Try looking on the celebs official website for their management agency and go from there.

you know I heard of this website where people go around look for celebrities, and once they found them, they post it on the website with their direct timing, position and everything
some say it is like stalking, but celebrities dont complain about this, it is just about attention.
