A mountain is 1,000 ft or higher; a hill is less than 1,000 ft.

A good movie on this topic is Hugh Grant's "The man who climbed up a hill and came down a mountaint" which is supposedly based on a true story.

Edit: I'm reading some of the other answers in here, that have various elevation cut-offs. So, I'm providing a reference from Wikipedia.

In the United States, a mountain is 1,000 feet (304.4 metres) or more in height from bottom to summit. A hill is 500 (152.4 metres) to 999 (304 metres) feet. A discernible hill that is less than 500 feet high is a knoll. A series of knolls constitutes a rolling plain. A plain is generally considered flat if it has no significant prominences (e.g., "hills" less than 20 feet high, though the range of height varies for a plain to be considered flat

It should be the other way around: When does a mountain become a hill?

IT REALLY DEPENDS ON WHERE YOU ARE GEOGRAPHICLLY. HERE IN WASHINGTON, WE HAVE HIGH PLACES WE CALL HILLS. BUT THAT SAME HILL IN ILLINOIS WOULD BE THE BIGGEST MOUNTAIN IN THE STATE. I WAS IN ILLINOIS IN THE 70'S AND WE WERE GOING TO GO TO A MOUNTAIN. BEING FROM WASHINGTON, I MISSED MY MOUNTAINS. IMAGINE MY DISAPPOINMENT WHEN WE GOT THERE AND IT WAS A FREAKING BIG OLE HILL, BUT CERTAINLY NO MOUNTAIN.

On a map it's a hill. When you have to climb it, it's a mountain.
