The correct answer is the fuel pressure regulator is defective. The rubber diaphragm inside of the regulator is ruptured and is allowing the fuel pressure to be at maximum pressure about 45psi. This causes more fuel to be squirted or dumped into the engine by the injectors. When you step on the gas pedal you are adding air to the fuel to lean it out and make it easier for the engine to start.

To check the fuel pressure regulator, simply remove the small rubber vacuum hose from the regulator. if fuel comes out of the little nipple on the regulator, then the diaphragm is ruptured & the regulator must be replaced.

Most of the time in older cars gas needs to be applied before starting to make sure the engine has fuel to start up. If this is to much of a problem then check your fuel pump to make sure it is working correctly because it may only be a minor adjustment to get your truck up and running faster.

Is this a throttle body or multi-port injection? Could be carb, but highly unlikely. Sounds like it may need an O2 sensor and need the throttle body disassembled and cleaned thoroughly. You might get lucky and save some time by using SeaFoam. Just a suggestion. Good luck.
