This is a weird question. Are you talking about people who consented, or people who were molested/raped? Because lots of toddlers and even some babies have been molested, I guess that counts as them having sex, although against their will.
And for people who consented, I doubt anyone younger than 11 or 12 could really, because they don't know what they're doing...I'm sure some eight year olds somewhere have fooled around, but...
