we had a very long talk about catholic religion and the beginning of religion and stuff like that in history not that long ago...you are about to get a bit of a lesson(I'm sorry)
anyway according to history when the catholic church was originated people had to do embarrassing things for a week to really pay their debt to god, but when there was no money left in the church they started to create things where rather than go about for a week barefoot walking only down stony roads you could pay an amount of money to the church but it would not be direct to the church, like bribing god to forgive you, so the more 'well-off' people could do whatever they pleased and pay and be forgiven....
but now people and society have grown from that and things like walking barefoot-forcibly by the church-just wouldn't happen.

The answer to your question is no it is not right, but I don't know of any religion which says it is. A condition of forgiveness is true repentance and an effort to put right any wrong you have committed. Anyone continuing to hold the view you describe would not be showing true repentance.

Contrary to popular belief, this is not how most people who are spiritual think. God looks at your heart...you can "say" whatever you want, but it doesn't necessarily mean the same thing that you are feeling in your heart. Big difference. So, someone who commits murder may tell the press that they have repented and accepted Christ, but this may not be the case. Just because you say it doesn't mean you meant it.

Many people feel that as long as they confess and do the "punishment", they are free and clear. I don't think that they really understand the message of the founder of the religion.

It seems very contrived and you see people do it quite a bit but I will call my friends or family on it specially if they try to proselytize. I don't think its right, religion is either a crutch or a drug for many people.

no one can or should judge what is right for you. we all have some good in us...
if you feel you have to repent or ask for forgiveness for a situation, then don't do it... just that simple...
use your own good judgements, we all have them inside...
