I don't really think there is a "best" movie in the world, some movies that I really, really like are: Napolean Dynamite, Cooley High, To Wong fu thanks for everything Julie Newmar, The Breakfast Club, Sounder, Friday, The Edges of the Lord, Angelas Ashes,To kill a Mockingbird, Madamn X, Whatever Happen to Baby Jane, Clueless, Splender in the Grass, and The Temptations, Menace to Society and many more!

That is so easy!!! There are no good movies when they are rated PG -13. Why did you even ask this question? Try The Crow...Brandon Lee died making this movie. Or try Fight Club and get over the PG crap!!! for real

Do you mean what is the best PG-13 and under movie? The best movie in the world in my opinion is rated R. So I couldn't answer that question.

The Notebook!
I'm not really into "Romantic Movies" they sometimes bore me and I can't stand too much crying, I'm living in a Drama Life already!
BUT!... The Notebook to me is considered the BEST Movie in the world because it simply reflects my previous love life that I used to go through.
I've experienced the EXACT same circumstances that girl has been through.
It's really attached to me (Personally), that's why I love it.
Besides: Unfaithful. They're both GREAT to me.
Sorry, I mentioned another movie! :S

Lord of the Rings: Return of the King is one of my ultimate faves, but I think that one *is* PG-13. If you're asking about R movies, then my favorite would be Tombstone.
