is it normal for an forarm to get puffy and blue after an emergency I.V. is taking off, and also, is it normal for the arm to be in extremee pain for 3 weeks after the I.V. was put into arm. What is there to do about that?

Many people experience pain & swelling from IV's because the needles used are fairly large. This is a common reaction, especially when 1) the person has small veins, or 2) they are dehydrated.
I would encourage you to seriously increase your water consumption, as this will plump up your veins. Secondly, you know that white, pulpy stuff on the insides of oranges that most people peel off? Well, that stuff helps speed up the healing process from bruises. If you like oranges, go buy yourself a bag of them & leave as much of that white, fleshy pulp on the orange as you can stand. It will help your bruise heal faster.
Oh; some ibuprofen or an ice pack will help take the pain away.

there maybe an infection u would want to get that checked out call and see if ur local hospital has an tri-osh nurse to talk to

it is not normal.. sounds like they inflammed your vein, aka thrombophlebitis.... go to your doctor and get treated.. there are very easy treatments for this..
