Well I'm not sure.
Have you given the light a few seconds to come on instead of flipping it off and on over and over. Some times the bulbs will hesitate. I will assume you have given it time to come on by itself. If not try that first.

There is on some florescent lights that have a starter. My light hass a small cylinder shaped starter made out of aluminum.
You find the correct one by the size of the Watts of the light bulb. They are very low priced if that is what happens to be the problem.
The only trouble I had with a ballast was it started buzzing/vibrating louder as time passed. It was very old.
When my bulbs go bad they start flashing or blinking.
I wonder if your on switch could have a bad connection?

I'd second QUIXDRAW's suggestion. It has happened to me a lot of times when a flourescent fixture has old tubes - they just are difficult to turn on. Normally, by inspecting the tubes, you'd see that a blackened area near one or both ends of one or both tube. Replace the darker tube, or replace both of them - after all, most probably you installed those tube at the same time. Replacing tubes is a lot economical that replacing ballasts!

Sounds like it could be the temp or the balast. I work in a Rona store and beleive you me, it's cheaper to buy a new fixture then it is to buy a new balast. In canada it is anyway.

if the light is an old one i would say you have corrison on the pins there is just a very small contact surface , it corrison gets onthem it will flicker till good contact is made

The Ballest is out in it.. Go to your local hardware wstore and ask them to show you what to do.. save you a lot of money in the long-run

if it's too warm in the house it will affect your lights. don't remember why. it only does it in the summer time with mine.

becasue the starter is going bad, and may need to be replaces OR it's very humid.
