The car’s speed is 70 miles per hour. This is 103 foot per second.
The minimum speed of the bullet is 450 foot per second.
Relative to the car the bullet’s speed is 450 - 103 = 347 foot per second, toward the car.
Even if the car has gone a distance of 347 ft , at the time of shooting, the bullet will hit the car in another one second.

OK, lets do the math! :D
60 Miles per hour is roughly 88 feet per second. So lets call 70 MPH 100 feet per second (I'm just using round numbers for ease of calcuations ok?)
Now, theres different kinds of .22 bullets. A .22 short (Just a bullet with primer, and is somewhat rare now) scoots along at a measily 450 feet per second. The .22 long goes a bit faster around 900 feet per second, and the fastest .22 bullet being sold now is the "Stinger" and they move at 1577 feet per second.
Another way of putting it- the car would have to go roughly 450 miles per hour to match the slowest .22 bullet.
It would have to travel roughly 900 miles per hour for the slower .22 long rifle, and would have to go Mach 2.2 to match the speed of the "Stinger" bullets

Yes that particulare bullet moves roughly 1000 feet per second, which means the bullet will have absolutley no problem catching the car...Why do u ask...

Typical ballistic speed is aroun 1200 to 1500 m/s. At 70mph, you are travelling at about 31m/s. You need to be travelling in excess of 3355 mph to outrun the bullet.

Yes. But, being a .22, it wouldn't do much damage.
