i have neighbors that are carpenters and we have rules & regulations with our condo assocation that there is no noise allowed past 8pm and Sunday's and holiday's but these neighbors don't care or have any respect and they don't follow the rules.

Condo regulations are weird and normal housing and building codes and regulations don't apply.

In most states most homeowners can do any repair work they want within the walls of their own homes without pulling permits.
The exceptions are: altering or removing a support bearing wall or adding to (re: add-on) or subtracting from (re: demo) the original square footage of the home.

Most larger cities do have construction limits for work done after certain hours and on holidays, but few code enforcement officials will ever try to enforce these on co-op properties.

As I said, condos basically enforce their own regulations: or not.

if they are doing it as a business, then i doubt that just there condo is zoned as commercial or industrial, so no they cant run a business like that in a condo. if they are just working on there house, then you could call the cops and get them a disturbing the peace noise ordanance ticket.

You might try asking your neighbors to be quiet between those hours and on holidays before you turn them into some association. who knows they might listen to you and you wont turn them into enemy's as you would if you turn them in. Turning them into some bureaucracy is so cowardly

You need to contact your association and have them talk to the neighbors who are not abiding the covenants.

Most towns have ordinances...(laws) and most renovations require permits and inspections. If your prpblem persists...try calling the building inspectors or permit office.
