the seed is greed. without naming specific names, once the idea of financial corruption is planted, a 'clever' mind will not only find a way to carry out the plan, but also find a way to rationalize it so as to make it acceptable.
an intellectually corrupted (perhaps 'morally corrupted' is a better term?) mind can explain away almost any negative behaviors, including fraud, to its owners satisfaction. this must be how 'they' can sleep at night.
