It means that sometimes it's preferable to die rather than "dishonor" yourself. For example: the Nazis have a gun to your head. They say if you don't tell them where to find your sister and her family (who are hiding upstairs in the attic) they'll shoot you. This is a "death before dishonor" choice. You can refuse to talk, in which case your sister escapes and you're dead. Or, you can give up your sister and her family to be killed, and you live, but you're dishonored. So the phrase is a reference to making difficult choices.

As a solder you have one primary function. To gain and hold a piece of land.
Even in the USA, if we did not have a strong defense someone would take it way from us. In a conflict you must be willing to kill the enemy before they kill
you. Like all creature we have have 2 basic instincts fight and flight. The military trains you to stay and fight. It is considered dishonorable to run. The catch phrase for this is "death before dishonor".
P.S. Although you my not agree with why we are at war. We all are in duet to
the people that defend us.

i means that you should die before you dishonor. so say if your captured and they torture you for information they tell you to die b4 you dishoner your country by giving up the information
